Sure, we sell AR guns and there`s an obvious marketing motivation behind this article, but we also want to help the community not conflict with the law and legally get what they want. We provide this information as a service to our customers and the community at large in California because there is a lot of confusion and misinformation about what constitutes a legal AR firearm in California. As a result, many people unknowingly or intentionally manufacture an illegal firearm. As a result, legal terms (federal definition of gun) are unnecessarily mixed with functional descriptors (PCCs). Why complicate things? California lawmakers` NEW restrictions on guns make pistol-carrying rifles illegal. Luckily for California carabiner enthusiasts, Hi-Point has a solution: the Californian carabiner and the Hi-Point California-compliant backfit kit. 2018 UPDATE: To be a pistol that can be legally transferred via a PPT, the gun must be in a “fixed magazine” configuration. An FFL can legally turn a pistol into a rifle. You just need to be ready and have the parts available.
However, they will pay them for their services. Carbine means short rifle, so PCC basically means pistol caliber short rifle. This term adequately describes anything that looks and is used for a short rifle in a pistol caliber, whether the weapon itself is legally considered a pistol, rifle or SBR. “Firearms” are the result of intelligent legal gymnastics that makes it easier to obtain what is effectively an SBR under the NFA. People still use them as if they were carabiners, so PCC is an appropriate description of them. More good news: owners of Hi-Point rifles can upgrade their existing Hi-Point carabiners to comply with California laws! Existing Hi-Point carabiners are NOT grandfathered, so owners of California Hi-Point carabiners can purchase the compliance paddle and tie it up themselves to remain legal in California. As a result, many officials consider an AR gun that most have never considered as something that simply can`t be legal, not here in California. In addition, the receiver used for 1 or 2 must never have been transmitted as a long weapon.
If so, you have (legally) a short-barreled rifle that is illegal. In California, breechs are transferred as long guns, so it`s not legal to build a gun from a stripped or completely inferior pistol. Having an illegal short-barrelled rifle is just as bad as having a machine gun. If you try to make a rifle shorter than a pistol, you are committing crimes. I know Palmetto State Armory sells rifle configurations, but I`d like to know if there are other options that are just as economical but that keep the latest set of locks open, and PSA`s offerings tend not to offer that. The EP9 has a built-in entry point for a Quick Disconnect “QD” sling accessory on the back of the receiver. Additional QD attachment points can be attached to Picatinny rails if desired. Some cheaply manufactured QD swivel joints have inconsistent sizes, so we recommend the MagPul MAG540 QD pivot for a guaranteed fit. The EP9 accepts all 1/2-28 threaded muzzle accessories, some SB tactical stabilizer splints, AR pistol grips and some AR fire control groups (functionality not guaranteed). We do not recommend replacing factory parts beyond that. We do not produce special versions of EP9 to comply with restrictive government laws. For all other merchants on our card, it`s up to you to call them first to see if they`re making a transfer for you, and then you`ll need to send us a signed copy of their Federal Firearms Licence (FFL). I`m thinking of the PCC Stribog, Extar Ep9 and Palmetto State Armory 9mm, which come with guns under 16 inches and struts. It seems that some of the best 9mm PCCs are available in configurations that would classify them as guns. Are there options for purchasing them as non-functional CA rifles? It is best to do this without having to pay an additional $$$ in the form of a tax stamp. (But if not by following the letter of the law, anyway. I`m not in a position of civil disobedience right now.) To make it a “carabiner”, it must have an OAL greater than 26 inches and a BBL greater than 16.1 inches. (And yes, I know I could build my own AR-9, but doing it reliably at a lower cost isn`t that easy.) I have never heard of it.
I don`t think any FFL does that.
