XRF does not require authorities to necessarily minimize the impact of a rule on small businesses if there are substantial legal, political, factual or other reasons for the rule to have such an impact. XRF simply requires agencies to determine, to the extent possible, the economic impact of the rule on small entities, explore regulatory alternatives to reduce the significant economic impact on a significant number of these entities, and explain the reasons for their regulatory decisions.
